The common misconception
Listed status does not automatically remove the EPC requirement. The exclusion applies only where compliance with minimum energy performance requirements would unacceptably alter the building's character or appearance — and that judgement has to be made and documented, not assumed.
A defensible position
In practice, many owners and their advisers commission the EPC regardless. It removes doubt for buyers, tenants and lenders, and provides the evidence base if a MEES exemption later needs to be registered on conservation grounds.
Assessing heritage buildings
Solid walls, single glazing and secondary systems all need careful treatment in the model. Where consented improvements are constrained, the recommendation report should be read alongside a conservation-aware improvement plan rather than at face value.
